If you and your fellow citizens put your heads together and really commit to this upgrade process, you're going to watch your city blossom from a humble countryside village into something truly spectacular. It's like a fun little challenge that brings everyone closer! To upgrade the city, there are three conditions to fulfill:
A specific number of land plots within the city must be developed.
Total pre-purchased land plot by citizens has reached the required amount.
The targeted prosperity level has been achieved.
With the combined dedication and efforts of the citizens, the city can successfully undergo this upgrade process.
